When it comes to its new network communications strategy, the Army may have bitten off more than it can chew. It’s trying to overhaul its field communications. So as it assesses new technology, it’s also trying to adopt agile approaches to testing and fielding new technology. A lot is at stake. The Army says it needs $3 billion a year for the effort.
