Since 2002, the Defense Department and FAA have been helping Afghanistan rebuild its civil aviation system. Despite its best efforts though, the FAA was unable to train enough air traffic controllers to let Afghanistan to operate on its own. The agency ran into multiple issues when trying to train new controllers. That’s all according to a new report from the Special Inspector General for Afghanistan Reconstruction.
