It’s been nearly three years since passage of the landmark Dodd-Frank Wall Street Reform and Consumer Protection Act. Many provisions of the law remain murky or simply not operative. One reason is all of the rules the law assigned. Writing many of the new rules became the responsibility of the Securities and Exchange Commission.
