The Pentagon is trying to standardize language and terms about cyberspace operations.

“We’re trying to think about cyber operations as a new form of policy tool that gives the president or the secretary of defense new options,” Eric Rosenbach, the deputy assistant director for cyber policy, told the American Forces Press Service.

Rosenbach said even the term “cyber” has various meanings within DoD, which makes it hard to update standards of engagement and international agreements.

He said DoD uses the cyber teminology to describe anything involving a network.
