The Defense Department's chief human capital officer is getting a promotion. Pat Tamburrino, the deputy assistant secretary of Defense for Civilian Personnel Policy, has been reassigned to be the chief of staff for Jo Ann Rooney, the acting undersecretary of Defense for Personnel and Readiness, according an internal email obtained by Federal News Radio.

"My 16+ months as DASD (CPP) has been one of the most rewarding tours of my career, albeit shorter than I had anticipated," Tamburrino wrote in an email to colleagues. "In this short period of time, I think we introduced more positive change in our organization than most others do in several years. We collectively recognize the need to update our policies and serve our customers better. Each one of you rose to the challenge and contributed in significant ways."

Tamburrino's first day in his new position was Monday.

Tamburrino eventually will work for a permanent undersecretary. President Barack Obama nominated Erin Conaton, the undersecretary of the Air Force, in January to be the undersecretary of Defense for Personnel and Readiness. She would replace Cliff Stanley who stepped down in October.

Paige Hinkle Bowles replaces Tamburrino as the deputy assistant secretary of Defense for Civilian Personnel Policy. Hinkle Bowles has been Tamburrino's deputy since January 2010.

"You are all wonderful, dedicated civil servants," Tamburrino wrote. "I hope you keep pressing and provide Ms. Hinkle Bowles your unwavering support in the weeks and months ahead."

During Tamburrino's time as deputy assistant secretary, he oversaw the development of policy, plans and programs for more than 700,000 civilian personnel.

He oversaw the dismantling of the National Security Personnel System. Tamburrino was active with the Chief Human Capital Officer's Council, promoting hiring reform, telework and other administration HR initiatives, such as diversity.

Tamburrino said in January during a panel discussion on the Federal Drive with Tom Temin that DoD would release details in the coming month to Congress on a follow on to NSPS.

"This has been a wonderful and positive journey for me," Tamburrino wrote. "I am in debt to all of you for the education you gave me, and the patience you displayed, as we evolved into a higher cohesive CPP/DCPAS team."
