A smaller Army but more special forces and cybersecurity are some of the features in the 2013 national defense budget outlined by Defense Secretary Leon Panetta on Thursday. At $525 billion, the proposed budget is 1 percent less than this year’s base budget.

So has the administration ordered up a re-shaping of the world’s most powerful military? Or has it just made a few minor adjustments.
