Cyber attack at Commerce did not stop work

The January attack forced the Economic Development Administration to go offline. It had to build a new operating system from scratch.
Commerce told the Washington Post that the EDA has awarded more than $36 million in grants to distressed communities since the blackout.
But the agency is still trying to figure out how the computer virus could have done so much damage.
