Agencies across the government are moving into social networking as a way to share information, with each other and with citizens. But some CIOs wonder if the role of these tools applies to every agency, and every mission.

Ty Cooper, the Chief Information Officer of the Office of Government Ethics, is taking a wait-and-see approach to social networking tools at his agency. "When there's a benefit there, we ought to pursue it," Cooper says in the second of a two-part interview. He also shares perspective from his background as an IT security professional.

Mr. Cooper also details some of the things that keep him up at night, and the way he's implemented technology to deal with those threats, and meet the agency's mission of providing ethical support to Federal agencies and employees.
