June 4, 2013 -- This week on "Federal Tech Talk", host John Gilroy interviews Noel Dickover, federal IT consultant for Communibuild Technologies, and Alexander Howard, a Washington, D.C., based writer and editor.

Both have been active in the federal information technology community and share their insights on open government.

On another recent Federal Tech Talk show, Health and Human Services CIO Bryan Sivak and Federal CTO Todd Park spoke with John about the new executive order put in place to make data sets open to the public. On today's show, we consider this topic with two experts who don't work for the government.

During the show, Dickover discusses portfolio management and setting up a temporary data repository. He also talks about strategies to make the transition to open data sets safe and reliable.

Howard digs into the "mosaic effect" — the idea that data from separate entities could be combined and used by bad actors for malicious reasons. He discusses the importance of balancing openness with common sense.
