The Internal Revenue Service will miss its deadline to start using personal ID cards to get in and out of federal buildings. It was supposed to have the system ready by 2015 as part of Homeland Security Presidential Directive 12. Alan Duncan is assistant inspector general for security and information technology audits for the Treasury Inspector General for Tax Administration.
