Analysis: Budget ‘rules of the road’ needed

It’s no secret agencies have money problems — or they will before too long. And the fighting on Capitol Hill is making budgeting problems even worse at agencies.

John Kamensky, a senior fellow with the IBM Center for the Business of Government and an associate partner at IBM’s Global Business Services, joined In Depth with Francis Rose to discuss new ways of dealing with budget problems.

Kamensky, a former veteran of the Office of Management and Budget, discussed some of the underlying issues that have sprung from the budget stalemates in Congress. The solution may be setting agreed-upon “rules of the road,” for budgetary policy, he said.

Kamensky addressed the same issues in a post on the Business of Government blog. He pointed to a report from the nonpartisan Peterson-Pew Commission on Budget Reform, which recommended setting budget targets and multi-year budgeting.
