Managing Bureau Operations in the National Capital Region

Patrick Findlay has over 35 years of experience in leadership, construction, and real estate and has overseen a combined federal real property portfolio of over 80 million square feet during his career.

Mr. Findlay is a 1975 graduate of the United States Military Academy (USMA), West Point, and was commissioned into the Army Corps of Engineers following graduation. He held assignments with the 82nd Airborne Division, 1st Infantry Division, 2nd Infantry Division, the U.S. Army Engineer Training Center – Fort Leonard Wood, and the 44th Engineer Battalion in Korea; he was also an assistant professor at USMA.

Mr. Findlay has served as the director of public works for the 1st Infantry Division, Würzburg, Germany; Aberdeen Proving Ground, Maryland; the 2nd Infantry Division, Camp Casey, Korea; and Walter Reed Army Medical Center, Washington, D.C. He was also a senior leader in three Army Corps of Engineers’ districts. He retired from the Army in 2000.

Mr. Findlay earned a Masters of Science in real estate from Johns Hopkins University, as well as other masters’ degrees in civil and mechanical engineering, engineering management, and public administration. He is also a graduate of the U.S. Army Command and General Staff College and Army Ranger, Airborne and Pathfinder Training. Mr. Findlay has been licensed as a professional engineer in Virginia since 1979.

As assistant director, Mr. Findlay leads the FBI’s facilities and logistics services organization, supporting Bureau headquarters operations in the national capital region; at 56 FBI field offices nationwide; at 400 resident agency offices; and at 65 legal attaché offices overseas. His team oversees an annual operating budget in excess of $800 million.
