CIO Department of Energy Mr. Brese is the Chief Information Officer (CIO) for the Department of Energy (DOE). He provides leadership, establishes policy, and maintains oversight of DOE’s annual $2 billion investment in information technology (IT), at more than 25 National Laboratories and Production Facilities, to enable urgent missions that span from open science to nuclear security. Mr. Brese is also a leader in the U.S. Government’s cybersecurity community and a key contributor to the Administration’s efforts in legislation, policy and technology research, development, and deployment. He is an advisor to the CIO Council’s Portfolio Management Committee and serves as an advisor to the Domestic Policy Council’s Strong City, Strong Community Pilot. Prior to his current assignment, Mr. Brese served as DOE’s Deputy CIO. Previously, Mr. Brese was the Deputy CIO for Information Technology for the National Nuclear Security Administration (NNSA), where he was responsible for establishing functional accountability and governance of $1.5 billion of investments in IT across the NNSA enterprise, including three National Laboratories, four Production Plants, the Nevada Test Site, and the NNSA Service Center. He initiated the transformation of NNSA’s IT environment with innovative approaches to integrate enterprise design and manufacturing solutions, as well as the deployment of an extensive wireless infrastructure, both of which improved productivity and reduced cost during major facility modernization projects. Mr. Brese also served NNSA as the Director of the Office of Program Evaluation, Defense Nuclear Security, where he was the lead executive responsible for establishing internal corporate evaluation of the $750 million nuclear physical security program; providing leadership and guidance to, and evaluating the performance of nine field Security Directors and over 100 field security professionals; all while assuring effective Federal line management oversight of security across the nuclear weapons complex. Prior to his assignment to Defense Nuclear Security which began his civilian career and his tenure in Senior Executive Service, Mr. Brese served as a submarine officer in the U.S. Navy, retiring after a 22-year career, which culminated in his assignment as a Senior Advisor to the Deputy Administrator for Defense Programs within NNSA. During his military career he served in a variety of operational and headquarter assignments, completing seven major sea deployments, and serving in every ocean and major sea. In 2011, Mr. Brese was awarded DOE’s highest award for individual achievement, the Secretary’s Award of Excellence, for his leadership in IT and cybersecurity transformation. Mr. Brese holds a Federal Chief Information Officer Certificate from The National Defense University. He obtained a Master of Science from Catholic University of America, was a qualified Naval Nuclear Propulsion Engineer in the U.S. Navy’s Nuclear Propulsion Program, and received a Bachelor of Engineering at Vanderbilt University.
