The IRS has stretched its budget enough to render furloughs unnecessary. That’s according to Commissioner John Koskinen. He tells members of the House Appropriations Committee, the agency has made other tough choices, including freezing all hiring and overtime. Now he’s asking Congress for a big boost next year.
