The top leaders of the Homeland Security Department are leaving their jobs twice as fast as any other agency in the federal government. The Washington Post reports a dysfunctional workplace and terrible morale are two big reasons why. Rich Cooper is a partner at Catalyst Partners, and a fellow for the Homeland Security Policy Institute at George Washington University.
