President Obama says his administration underestimated the complexity of building the healthcare.gov website, which is delaying access to services provided by the Affordable Care Act. Market Watch reports President Obama is placing the blame on the federal procurement system. He says the root of the problem is how the Health and Human Services Department selects contractors and bids its information technology contracts. During an interview with The Wall Street Journal’s CEO Council conference, President Obama said the federal procurement system is simply inefficient. He pointed out it’s already taken more than a decade for the Veterans’ Administration to digitize its medical records, and the VA is still having problems with the transition. He also says a tough political environment helped undermine efforts to change the national health care system.
