In a letter to the heads of the Committee on Commerce, Science and Transportation, Peggy Gustafson, the inspector general of the Small Business Administration, wrote that members support "the purpose" of the legislation but there is "concern" about how IG's can reach a "conclusion" about the effectiveness of an agency's information system.
