Much of the debate about the Pentagon’s budget situation revolves around readiness. The Joint Chiefs of Staff are expected to use the word and the concept many times when they testify to the Senate Armed Services Committee tomorrow. Readiness was today’s topic on Pentagon Solutions today. Every Wednesday at 4 p.m., we look at the critical issues the Defense Department is facing and look for potential solutions to those challenges from voices both inside and outside the building. The problems with HealthCare.gov are in the spotlight again today after HHS Secretary Kathleen Sebelius went before the Senate Finance Committee to answer questions. CMS Administrator Marilyn Tavenner testified to the Senate Health, Education, Labor and Pensions Committee yesterday. Steve Kelman is writing about the management problems behind HealthCare.gov. He’s professor of public management at the Kennedy School of Government at Harvard University and former administrator of Federal Procurement Policy.

President Barack Obama talked about it yesterday, but the changes he proposes have been proposed before and never went anywhere. The Senate Homeland Security and Governmental Affairs Committee today approves its version of the DATA Act. The approval sets in motion a short path toward new requirements for agencies to standardize and make data more accessible. But some agency leaders who would be charged with implementing the bill are unsure the DATA Act can be implemented successfully.
