Suppose the small business contracting target for federal agency procurement rose from 23 percent per year, to 25 percent. It would mean another $11 billion into the coffers of the nation's small and disadvantaged businesses. That's exactly what the Government Efficiency Through Small Business Contracting act aims to do.
